MTM Palette Master

Installation note:

All MTM Utilities from MDMRE require a set of support files in order to run
properly. If you don't know whether you currently have them, you may download
them from my webpage. They are only needed one time and come with an install
  program.

Description:

This utility consists of three different programs, a menu, palette creator,
and a palette converter. These programs will allow you to create Paint Shop
Pro palette files or convert to/from *.ACT palette files. The PAL and ACT
palettes are used by some other MTM utilities as well as the MTM game.
There is also a batch palette converter included with this set. The name
of the file is PALCONV.EXE. By associating this program with the *.ACT and
*.PAL file types within Windows Explorer, you can convert any palette just
  by double-clicking on it.

Palette Converter:

This utility will convert to/from *.ACT or *.PAL palette files. The file
must be the proper length for ACT palette files (768 bytes). For PAL
palette files, the first three entries must conform to the PSP palette file
header. Enter a filename with the extension of PAL or ACT, depending on
the check box selected for conversion, and press CREATE. That's all there
is to it. You may also view any selected palette prior to conversion by
pressing the view button. The Palette file created is stored in the same
directory as the palette file from which it was created.

Palette Selector:

This utility will allow you to create your own custom palette files. The
screen shows the current green/blue combinations on the screen based on
the red value given at the bottom of the screen. The RED VALUE may be
changed to any value from 0 to 255. Pressing the draw palette button
will redraw the screen using the new red value. To select a color to add
to the palette, place your mouse over the desired color on screen and press
the button. This will cause an entry to be placed in the list to the right.
Moving the mouse around the palette will show the color under the cross-hair
in the selected color box. To view all colors in the current palette, press
the view palette button. To remove a color from the palette, Double-Click
on the entry in the list at the right of the screen. Clicking once on an
entry in the list will show the color in the selected color box. The NEW
button will erase all colors that may have been selected and allow you to
start with an empty palette. The save palette function will allow you to
save the current palette to a file with the extension of PAL only. If you
want it in an ACT format, just use the palette converter.

Batch Palette Converter:

This utility will convert to/from *.ACT or *.PAL palette files. The file
must be the proper length for ACT palette files (768 bytes). For PAL
palette files, the first three entries must conform to the PSP palette file
header. The name of the file is PALCONV.EXE. By associating this program
with the *.ACT and *.PAL file types within Windows Explorer, you can
convert any palette just by double-clicking on it. If you select a *.ACT
file, it will convert it to *.PAL with the same name and store it in the
same directory. Likewise, if you select a *.PAL file, it will convert it
to *.ACT with the same name and store it in the same directory.
